Gomti Nagar is divided into sectors called khands, and every khand name starts with the letter V. Vibhuti Khand is one of the Phase 1 khands and is marked as the commercial district hub of the scheme. Gomti Nagar was developed by the Lucknow Development Authority (LDA), which took it up in the 1980s and later handed it to the Lucknow Municipal Corporation for upkeep.
The khand lies close to Shaheed Path. Nearby khands include Viraj Khand, Vipul Khand, Vijayant Khand and Vivek Khand. Dr RML Institute of Medical Sciences gives its official address as Vibhuti Khand, Gomti Nagar, Lucknow 226010.

LDA, circle rate and costs
As the development authority, LDA approves building maps, keeps allotment records and handles lease-to-freehold conversion for its properties. The circle rate, the minimum value for stamp duty, is set by the District Magistrate of Lucknow. The city-wide rates were revised on 1 August 2025, the first full revision since 2015, with rises of about 15–25% in many areas. Stamp duty is paid on the deal price or the circle rate value, whichever is higher. House tax is paid to the Lucknow Municipal Corporation.

Before you buy or lease an office or shop: what to check

- Completion or occupancy certificate: do not take possession without it. See our occupancy certificate guide.

- UP RERA: for new or under-construction projects, check the registration number on the UP RERA portal. See our UP RERA guide.
- House tax and dues: ask for the latest paid house tax, water and electricity bills, with no arrears.
