The Kanpur Development Authority (KDA) is the Uttar Pradesh government body that plans and develops Kanpur: it prepares the master plan, sells plots and flats in its own schemes, runs e-auctions, sanctions building maps and acts against illegal construction in its area. It works under the Uttar Pradesh Urban Planning and Development Act, 1973. This guide covers KDA schemes for 2025–2026, online services, map approval, the master plan and the checks to make before you buy.

What does KDA do?
KDA is the planning and development authority for the Kanpur region. Its main jobs are:
- Planning: the master plan, zonal plans and land use.
- Land and housing: plotted schemes, flats, commercial plots and e-auctions.
- Approvals: building maps and layout plans for houses, group housing and commercial buildings.
- Enforcement: sealing and demolition of illegal buildings and colonies.
Older KDA schemes include Shatabdi Nagar, Jawaharpuram, Mahavir Nagar, Tatya Tope Nagar, Highway City and Bhagirathi-Janhvi.
KDA schemes in 2025–2026
844 plots by e-auction (October 2026)
In October 2026 KDA opened the sale of 844 vacant plots in different schemes. They include residential plots, shops, commercial complex plots and land for schools and colleges. Sizes run from 30 sq m to 8,999.61 sq m, and plots are sold through e-auction, not a lottery.
| Type | Scheme | Plots |
|---|---|---|
| Commercial | New Transport Nagar | 220 |
| Commercial | Mahavir Nagar | 125 |
| Commercial | Bhagirathi and Janhvi | 97 |
| Commercial | Tatya Tope Nagar | 21 |
| Residential | Highway City Extension | 96 |
| Residential | Mahavir Nagar Extension Part-2 | 88 |
| Residential | Shatabdi Nagar Sectors 3 and 4 | 42 |
| Residential | Ramganga Enclave | 20 |
Reported starting rates range from about ₹15,000 per sq m for the smallest plot to ₹1,39,300 per sq m for the largest, depending on location and use. Check the reserve price, earnest money and payment schedule of each plot in the auction notice on the KDA website.
Price cut on unsold flats (April 2026)
The KDA board reset the prices of about 5,600 unsold flats in 10 schemes to 2018 levels, a cut of 4.6% to 23.19%. Reported prices range from about ₹8.86 lakh to ₹28.50 lakh. Buyers can take possession after paying 20% of the cost for EWS flats and 25% for other categories. Shatabdi Nagar has many of these flats.
New Kanpur City
New Kanpur City is KDA’s large planned township near Barri Akbarpur, Bingawan and nearby villages. A revised layout of mid-2025 showed about 1,793 plots of 90–450 sq m. Its launch has slipped more than once. In September 2026 the High Court ruled in KDA’s favour in a land case linked to the scheme, and KDA said it planned to open it around Diwali 2026. Until registration opens on the KDA website, treat any offer to “book” a New Kanpur City plot with caution.

Map approval in Kanpur
To build a house or any building in the KDA area, you need a sanctioned map. Applications are made online by a registered architect on the state’s online building plan system. Uttar Pradesh is moving from the older OBPAS portal to a new system called FASTPAS, with Aadhaar e-KYC for applicants and self-certification for low-risk buildings.
- Under the UP building bylaws of 2025, homes on plots of up to 100 sq m get fee waivers and a simpler online approval route.
- In April 2026 the KDA board cleared a rise in map approval and development fees. Check the current rate list on the KDA website.
- Before buying a built house, ask for the sanctioned map and match it with the building. Floors or shops built without approval can be sealed.
Kanpur Master Plan 2031
KDA prepared the draft Master Plan (Mahayojana) 2031 after public hearings and sent it to the state government in January 2025. The draft covers about 850 sq km, includes the Ring Road and New Kanpur City, and changes some farmland to residential and commercial use. Reports from 2026 describe the region split into 18 zones under Greater Kanpur planning for 2031. Until the final plan is notified, check land use with the KDA planning section before you buy.
