JDA Jaipur guide 2026

The Jaipur Development Authority (JDA) is the Rajasthan government body that plans and develops Jaipur: it prepares the master plan, launches residential schemes and plot lotteries, approves layouts and building plans, auctions land and issues lease deeds (patta) in its area. It was set up under the Jaipur Development Authority Act, 1982. This guide covers JDA schemes, approved colonies, e-auctions, patta, 90A, online services and the master plan.

What does JDA do?

JDA is the planning and development authority for the Jaipur region. Its main jobs are:

  • Planning: the master plan, zonal plans and land use.
  • Land and housing: plotted schemes, lotteries, land pooling, conversion and e-auctions.
  • Approvals: layout and building plans for colonies and projects.
  • Infrastructure and enforcement: roads, parks and action against illegal colonies.

In October 2025 JDA marked out 27 zones for Master Plan 2047, up from 18.

JDA housing schemes and lotteries (2025–2026)

JDA returned to plotted schemes in late 2024 after about four years. Plots are allotted by a live-streamed lottery.

Scheme Location Plots Lottery
Atal Vihar Kalwar Road 284 February 2025
Govind Vihar Jaipur 202 20 February 2025
Patel Nagar Khori Ropara (Agra Road side) 270 24 February 2025
Ganga Vihar Bassi (Zone 13) 233 2 July 2025
Yamuna Vihar Kathawala, Chaksu (Zone 14) 232 2 July 2025
Saraswati Vihar Bainadmay, Daulatpura (Zone 12) 300 2 July 2025
  • Demand: the three July 2025 schemes drew about 82,400 applications for 765 plots.
  • Reserve rates (July 2025 schemes): ₹14,000 per sq m at Ganga Vihar, ₹15,500 at Yamuna Vihar and ₹11,000 at Saraswati Vihar. Patel Nagar’s reserve rate was ₹18,000 per sq m.
  • Application fee: reported at ₹1,000 per form for the early-2025 schemes, not refunded if you are not selected. Check the brochure of each scheme.

In 2026: JDA has not opened a new plotted lottery as of November 2026. In March 2026 it proposed five land pooling schemes on Mahal Road, Agra Road, Kalwar Road and Muhana Mandi (Tonk Road); these are still proposals. Watch the JDA portal for launch dates.

How to apply for a JDA scheme

  1. Read the scheme brochure on the JDA portal for plot sizes, rates and eligibility.
  2. Register with your mobile number and OTP, fill in the form and upload Aadhaar, PAN, income proof, photo and signature.
  3. Pay the fee online, save the receipt and check the winner list after the draw.

JDA approved vs not approved colonies

A plot is safest in a JDA scheme or in a private colony with land conversion and a JDA-approved layout plan. Such plots can get a JDA patta, building approval and bank loans.

Colonies cut on farmland without conversion or layout approval are illegal, and JDA regularly demolishes them. In June 2026 alone it cleared colonies on about 42 bigha in Zones 12, 17 and 19. Buyers there can lose both money and plot.

The state does regularise some older colonies (87 colonies, mostly in Sanganer, in 2025), but never buy on a promise that a colony “will be regularised”.

How to check a plot or scheme in Jaipur

  1. Ask the seller for the JDA patta or allotment letter, and the approved layout plan with the plot number.
  2. Check the zone and layout on the JDA portal, or ask at the JDA zone office or Citizen Service Centre.
  3. Check the land record (jamabandi) on Apna Khata to see if the land is still recorded as agricultural.
  4. For private projects and colonies, search the project on the Rajasthan RERA portal.
  5. Check the land use in the master plan, so the plot is not on a road, green belt or eco-sensitive area.

E-auction of JDA plots

JDA sells residential, commercial and mixed-use plots through online auctions. Bidders see plot details and reserve prices on the auction platform, deposit earnest money and bid online. The highest bid above the reserve price wins, and the balance is paid within the time set in the auction terms. Read the conditions on payment and construction deadlines before you bid. Auction queries: property.jda@rajasthan.gov.in.

Lease (patta), 90A conversion and freehold

  • Patta (lease deed): the JDA document for your plot, registered at the sub-registrar office with stamp duty.
  • 90A conversion: under Section 90-A of the Rajasthan Land Revenue Act, 1956, agricultural land must be converted to non-agricultural use before a colony or building comes up. In the JDA region, JDA handles this.
  • Freehold and One Time Lease: owners can apply for a freehold lease deed or a One Time Lease Certificate, which settles yearly lease money (urban assessment).
  • E-patta: since April 2025 leases go through a 23-step online system with a 30-day target; originals are shown at a JDA Citizen Service Centre.

JDA online services

Log in to jda.urban.rajasthan.gov.in with your Rajasthan SSO ID. From May 2026, e-lease files move fully online and can be tracked, and officials must record reasons for any rejection or delay. Services include:

  • Lease/freehold deed, name transfer, sub-division, reconstitution and One Time Lease Certificate
  • Building plan and layout approval, and online payment of JDA dues
  • Scheme applications, lottery results and auction notices
  • Complaints through e-Sunwai and Rajasthan Sampark (181)

Jaipur Master Plan 2025 and 2047

The Master Development Plan 2025, covering about 2,940 sq km, still guides land use. The draft Master Plan 2047 proposes about 6,500 sq km and 27 zones. In March 2026 the Rajasthan High Court stayed the expansion of JDA limits. Until the new plan is final, rely on the 2025 plan and JDA approvals.

Checks before buying property in Jaipur

  • Patta in the seller’s name, past sale deeds, and 90A conversion with an approved layout for colony plots.
  • RERA registration for projects and private plotted colonies.
  • No pending lease money, JDA dues or loan on the property.
  • The current DLC rate, which sets the minimum value for stamp duty.
