The DLC rate in Jaipur is the minimum value of land and property fixed by the District Level Committee (DLC) for each colony, road and village in Rajasthan. Stamp duty and registration fee are charged on the DLC value or the sale price, whichever is higher. Rajasthan raised DLC rates by about 10% across the state from 1 April 2026, and in July 2026 Jaipur’s rate committee approved a further revision of about 5% to 49% in urban areas, depending on the locality. You can check the DLC rate free on the e-Panjiyan portal (epanjiyan.rajasthan.gov.in). Stamp duty is 6% for men and 5% for women, plus a 1% registration fee and a cess on the stamp duty. This guide explains how to check the DLC rate and land records, and how to calculate stamp duty in Jaipur.

  • Check at: epanjiyan.rajasthan.gov.in (Department of Registration and Stamps, Rajasthan)
  • Latest changes: about 10% statewide from 1 April 2026; Jaipur committee approved 5–49% urban increases in July 2026
  • Stamp duty: 6% for men, 5% for women, 6% for joint (man and woman)
  • Registration fee: 1%, plus a cess charged on the stamp duty
  • Land records: Apna Khata (apnakhata.rajasthan.gov.in) for jamabandi and khasra

What is the DLC rate?

DLC stands for District Level Committee. In Rajasthan this committee, headed by the District Collector, fixes the minimum rate per square metre (or per bigha or hectare for farm land) for every colony, road and village. Rates differ for residential, commercial and agricultural land, and by the width of the road the property faces. The DLC rate works like the circle rate in Delhi, the jantri in Gujarat and the ready reckoner rate in Maharashtra.

DLC rate revisions in Jaipur: 2024 to 2026

  • April 2024: DLC rates in Jaipur rose by about 10%.
  • December 2024: rates in many Jaipur areas rose by a further 5–15%.
  • 2025: DLC committees did not meet, and the state applied a flat increase to the old rates.
  • 1 April 2026: a statewide increase of about 10% took effect.
  • July 2026: the Jaipur District Rate Determination Committee approved in principle a revision of about 5–49% in urban areas and up to 35% in many rural locations. Increases below 50% can be applied after the review period; bigger changes need state approval.

Because the July 2026 revision is applied locality by locality, check the rate in force on e-Panjiyan for your exact colony on your registration date.

How to check the DLC rate in Jaipur online

  1. Go to the e-Panjiyan portal, epanjiyan.rajasthan.gov.in.
  2. Open DLC Rate (DLC rates of the district).
  3. Select the district Jaipur, the sub-registrar office and urban or rural.

  5. Note the rate per square metre and any road-width category that applies.

How to check land records on Apna Khata

For plots and farm land, also check the owner and land type in the revenue records. On apnakhata.rajasthan.gov.in, select the district, tehsil and village, and search by khasra number, khata number or owner’s name to see the jamabandi (record of rights). The Bhu Naksha map shows the plot boundaries. For plots in Jaipur colonies, ask for the JDA or municipal patta and the approved layout plan as well.

Stamp duty and registration charges in Jaipur

Buyer Stamp duty
Man 6%
Woman 5%
Joint (man and woman) 6%
Woman from SC, ST or BPL category 4% (after rebate)

The registration fee is 1% of the value. A cess is also charged on the stamp duty amount; 2026 guides quote it at 20% of the duty. Confirm the exact amount with the e-Panjiyan calculator or the sub-registrar before you pay.

How to calculate stamp duty in Jaipur: example

Illustration only: a flat with a sale price of ₹70 lakh, where the DLC value works out to ₹62 lakh:

  • Value used: ₹70 lakh (the higher figure)
  • Stamp duty for a man (6%): ₹4.2 lakh, plus cess at 20% of the duty: ₹84,000
  • Stamp duty for a woman (5%): ₹3.5 lakh, plus cess: ₹70,000
  • Registration fee (1%): ₹70,000
  • Total: about ₹5.74 lakh for a man, or ₹4.9 lakh for a woman

The values in this example are assumed. Use the official DLC rate for your colony and the e-Panjiyan calculator.

DLC rate vs market rate in Jaipur

  • In growing areas such as Jagatpura, Mansarovar, Vaishali Nagar and along Ajmer Road and Tonk Road, market prices are often above the DLC rate.
  • The 2026 revisions aim to narrow this gap, especially along highways and in industrial areas.
  • If the sale price is below the DLC value by more than the allowed 10% tolerance, both buyer and seller can face income tax under Sections 56(2)(x) and 50C of the Income Tax Act.

Before you buy property in Jaipur

  • Check the DLC rate for the exact colony and land type before agreeing the price.
  • For plots, check the jamabandi on Apna Khata, the JDA patta and that the land use allows housing.
  • For new projects, check the registration on the Rajasthan RERA website.
  • For flats, check the approved building plan and the completion certificate for ready homes.
