Haryana RERA (HRERA) guide 2026

Haryana RERA (HRERA) works through two authorities: HRERA Gurugram for Gurugram district and HRERA Panchkula for the rest of the state. Both use one official website, haryanarera.gov.in, where you can search a registered project, read hearing orders and file a complaint against a builder for ₹1,000. This guide explains which authority handles your project, how to read a Haryana RERA number, how to complain and the 2025–2026 updates.

Haryana RERA at a glance

  • Authorities: HRERA Gurugram (Gurugram district) and HRERA Panchkula (all other districts)
  • Portal: haryanarera.gov.in
  • Law: Real Estate (Regulation and Development) Act, 2016 and the Haryana rules of 2017
  • Number formats: GGM/1027/759/2025/130 (Gurugram); HRERA-PKL-FBD-768-2025 (Panchkula)
  • Complaint fee: ₹1,000
  • Delay or refund interest: SBI’s highest MCLR plus 2%, as stated in the complaint form
  • Appeals: Haryana Real Estate Appellate Tribunal, Sector 17, Chandigarh

Use only the government website and type the address yourself. Pick the right authority first: a project in Gurugram goes to HRERA Gurugram; projects in Faridabad, Sonipat, Panipat, Karnal, Rewari, Panchkula and other districts go to HRERA Panchkula.

How to search a registered project on Haryana RERA

  1. Open haryanarera.gov.in.
  2. Go to Project Registration > Search Projects.
  3. Select the authority: RERA Gurugram or RERA Panchkula.
  4. Enter the project number and year, or search by name, and fill in the captcha.
  5. Open the project detail page to see the registration number, current status, hearing proceedings, orders and the certificate.

Each project has a project ID given when the application is filed (such as RERA-GRG-2120-2025 or RERA-PKL-1782-2025) and a separate registration number given on approval. Gurugram numbers now look like GGM/1027/759/2025/130; older Gurugram certificates begin with RC/REP/HARERA/GGM. Panchkula numbers look like HRERA-PKL-FBD-768-2025, where the middle code shows the district. A project ID alone does not mean the project is registered. Match the registration number with the brochure, advertisement and agreement before you pay.

What to check on the project page

Section What it tells you
Project details Project ID, registration number, current status and next hearing date
Details of project (Forms A–H) Promoter, land, licence, approved plans, units and bank account
Approval status Date of approval and a link to the registration certificate
Listing details Hearing dates, proceedings and orders on the application
Location details Project name, district, tehsil and promoter name

In Haryana, most group housing and plotted colonies need a licence from the Town and Country Planning Department; check the licence number in the project forms. Compare the latest quarterly progress report with the site. RERA prices are quoted on carpet area; see carpet area vs built-up area.

How to file a complaint with Haryana RERA

A buyer can complain for delayed possession, refund not paid, change in plans without consent, poor construction or a project sold without registration.

  1. On haryanarera.gov.in, open the complaint section of the authority that covers your project (Gurugram or Panchkula) and register.
  2. Fill in the complaint form. HRERA Gurugram has a Form CRA complaint to the Authority, with a CRA-II version for refund claims.
  3. Give unit details: carpet area, payment plan, booking and allotment dates, agreement date, promised possession date and a table of payments with receipt numbers.
  4. Attach the allotment letter, builder-buyer agreement, statement of account and any offer of possession.
  5. Pay the fee of ₹1,000, note the online complaint number and submit the printed copies as the authority directs.

The form asks you to confirm that the same matter is not pending before any court or forum. A claim for compensation is heard by the Adjudicating Officer. Case status and orders can be searched by case number and year on the portal. If you disagree with an order, appeal to the Haryana Real Estate Appellate Tribunal in Chandigarh within 60 days. See how to file a RERA complaint.

Registration rules buyers should know

  • A project must be registered before it is advertised, booked or sold if the land is more than 500 sq m or it has more than 8 apartments or plots.
  • The promoter cannot take more than 10% of the cost as advance before a registered agreement for sale.
  • 70% of buyer money must be kept in a separate account for land and construction of that project.
  • Property dealers who sell in registered projects must register with HRERA; the portal shows a list of registered dealers.
  • HRERA has fined builders for late registration and misleading advertisements, so check the orders list for the promoter’s name.

Haryana RERA updates in 2025–2026

  • Stricter checks before registration: HRERA Gurugram reports stricter document scrutiny, expert site inspections, quarterly progress reports and public notices before a project is registered. It approved 131 projects in 2025 and 51 in the first half of 2026.
  • Compensation limits (April 2026): in a Sector 63-A, Gurugram case, the Authority held that buyers who stay in a project and already get delay interest cannot claim extra compensation for the same delay, such as rent or travel costs.
  • Four-month extension (August 2026): by an order of 11 August 2026, HRERA Gurugram extended completion deadlines by four months for projects whose completion date falls on or after 28 February 2026 and that were registered by 31 July 2026, citing the West Asia war. No application is needed. Buyers with Panchkula-registered projects should check that authority’s notices for a matching order.
