Circle Rate Gurgaon 2026-27: Collector Rates, How to Check and Stamp Duty
The circle rate in Gurgaon (Gurugram), also called the collector rate, is the minimum value per square yard or square foot that the district administration fixes for land and property in each sector and village. Stamp duty and registration fee are charged on the circle rate value or the deal price, whichever is higher. Gurugram’s 2026-27 circle rates came into force on 1 April 2026. Reports on the revision say rates rose by about 15–30% in many sectors and by up to 75% in fast-growing corridors such as Dwarka Expressway and Southern Peripheral Road, while about half of the notified areas were unchanged. This guide explains what the circle rate is, how to check it, how to calculate stamp duty in Gurugram, and what the 2026 revision means for buyers.
- Also called: collector rate, government rate
- Set by: Deputy Commissioner (Collector), Gurugram district, Haryana
- Current rates: 2026-27 collector rates, effective 1 April 2026
- Revision (as reported): about 15–30% in many sectors, up to 75% in some corridors; about half of areas unchanged

What is the circle rate (collector rate)?
The circle rate is the government’s minimum value for property in a location. Every year the Gurugram district administration publishes a list of collector rates for each sector, colony and village, with separate rates for:
- Residential plots
- Group housing flats (apartments)
- Commercial property (shops, offices, SCOs)
- Industrial and institutional land
- Agricultural land (per acre)
A property cannot be registered for stamp duty purposes below this value. Maharashtra calls the same thing the ready reckoner rate; Karnataka and Tamil Nadu call it the guidance or guideline value.

How to check the circle rate in Gurugram
- Visit the Gurugram district website (gurugram.gov.in) and look for the Collector Rates notification for 2026-27. It is published as a list by tehsil (Gurugram, Wazirabad, Badshahpur, Harsaru, Kadipur, Sohna, Pataudi, Farrukhnagar, Manesar and others).
- Open the list for your tehsil and find your sector, colony or village.
- Note the rate for your property type: residential plot, group housing flat, commercial or agricultural.
- You can also confirm the rate at the sub-registrar (tehsil) office or through the Haryana revenue department’s online registration services when you book a registration appointment.
Some sectors have different rates for different parts or for main-road facing property, so match the exact location of your plot or tower.
How to calculate stamp duty in Gurugram
Value for stamp duty = circle rate × area, or the deal price, whichever is higher.
Illustration only: a 1,500 sq ft flat in a sector with an assumed collector rate of ₹10,000 per sq ft:
- Circle rate value: 1,500 × ₹10,000 = ₹1.5 crore
- If the deal price is ₹1.4 crore, stamp duty is charged on ₹1.5 crore
- Stamp duty for a man (7%): ₹10.5 lakh; for a woman (5%): ₹7.5 lakh
- Registration fee: ₹50,000 (top slab)
The rate in this example is assumed. Use the actual collector rate for your sector.

What the 2026 revision means for buyers
- Higher registration cost in sectors where the circle rate rose, even if the deal price is unchanged.
- Smaller gap between circle rate and market price, which reduces the scope for under-valued deals.
- Income tax: if the deal price is below the circle rate value by more than the allowed tolerance, both buyer and seller can face tax under Sections 56(2)(x) and 50C of the Income Tax Act.
- Home loans: banks often use the higher of the circle rate and their own valuation.
