What does BDA do?
BDA is the planning and development authority for the Bhubaneswar region, which covers Bhubaneswar, Khordha and Jatni areas. Its main jobs are:
- Planning: the CDP, zoning rules and town planning (TP) schemes.
- Housing: apartments and plots for different income groups, and affordable housing.
- Approvals: building plans and layouts in its area.
- Land: land pooling through TP schemes, e-auctions and lease or freehold services.
In April 2025 the BDA board approved adding 143 revenue villages, taking its area from 569 to 712 villages.

Other BDA housing
- Affordable housing: BDA allots homes to slum dwellers and low-income families by lottery under affordable housing projects.
- New projects: the 2025–26 budget planned housing projects at Chandrasekharpur, Jagasara and Sanapalla. Launch dates and prices were not announced as of November 2026.
How to apply for a BDA flat
- Read the scheme brochure on bda.gov.in for flat sizes, prices and rules.
- Create a Unique Account Number (UAN) on BDA’s Property Allotment Management System (reached through the Bhubaneswar One portal).
- Fill in the form and upload proof of date of birth and address, photo and other documents asked for.
- Pay the application fee and earnest money online and save the receipt.
- After scrutiny and the lottery, selected applicants get a provisional allotment and pay the balance online.
Online building plan approval
Building plans in the BDA area are filed online on the state’s SUJOG online building plan system (OBPS), with separate logins for citizens and architects. The usual steps are:
- Engage an empanelled architect or engineer to prepare the drawings.
- Submit the application with the land record (RoR), site photos and plan.
- BDA checks the plan against the planning rules, such as FAR and setbacks.
- Pay the fees shown in the intimation of fee, including cess, and download the digitally signed permit.
- 7-day rule (May 2026): the state set a seven-day deadline for deciding house plan applications on SUJOG. Officials who miss it face a fine of ₹250 per day, and the file moves to another official.
- Standard plans: for low-risk homes on plots of up to 500 sq m (up to 10 m high, no basement) in approved layouts, BDA offers standard building plans. You file an intimation of start (Form VI-A) instead of a full approval.
- Rule changes: in November 2026 BDA published draft amendments to its Planning and Building Standards Regulations. Check the final version before you design.
Comprehensive Development Plan (CDP)
The CDP sets land use for the BDA area. The current plan was prepared in 2010 for needs up to 2030 and has been modified since. Its map shows coloured zones; building approvals are barred in green (agricultural and open) zones. In February 2025 BDA said it is preparing a CDP-2040 and may review zones where many homes stand without approval. Until the new plan is notified, the existing CDP and its modifications apply.
BDA also uses town planning schemes to pool land and return reconstituted plots to owners with roads and services. In 2026 it notified new schemes such as TP-05 to TP-07 and TP-42 to TP-45, and approved TP-32 to TP-41 in October 2026.
Lease, transfer and freehold services
Allottees of BDA property can apply online for the lease deed, transfer of the asset, mortgage NOC and conversion of leasehold to freehold. A state SOP of September 2025 sets how freehold certificates are issued. Clear all dues before you apply.
Checks before buying property in Bhubaneswar
