What is the RoR (khatiyan) in Odisha?
The Record of Rights is the main land record in Odisha. Its front page shows the holder (tenant), the nature of the right, and the rent and cess due. Its back page lists each plot in the khata with its plot number, kisam (land class), boundaries and area. Areas in Odisha records are usually stated in acres and decimals. The RoR works like the khatauni in Uttar Pradesh, the 7/12 in Maharashtra and the B-I and khasra on Chhattisgarh’s Bhuiyan.
How to view the RoR on Bhulekh Odisha
- Go to bhulekh.ori.nic.in. Click the language option at the top right if you want Odia labels.
- Under Select Location for RoR, choose the district, tahasil and village.
- Choose how to search: by khatiyan (khata number), by plot number, or by tenant name.
- Select the number or name from the list and click View RoR.
- Check the front page for the holder and the back page for the plots, kisam and area.
Village and tenant names are recorded in Odia, so a tenant search works best with the first few letters of the surname.

Each plot in Odisha has a unique plot ID. On Bhulekh, use View Plot Details by Unique Plot Id to open a plot directly. If you do not know the ID, use Know Your Plot Unique Id and select the district, tahasil, village and plot number to find it.
BhuNaksha Odisha: see the plot on the map
Click Map View on Bhulekh to open BhuNaksha Odisha, the digitised village map. Select the district, tahasil and village, then find the plot number to see its shape and its neighbouring plots. The online map is for viewing only and cannot be used as a legal document. Printed cadastral map sheets are sold by the survey and map publication office for a fee.
How to get a certified RoR
- The free online print has no seal or signature, so it is for information only.
- A certified RoR, attested by the tahasildar, is available through a Common Service Centre (CSC) or the tahasil office.
- The fee has been ₹50 per khata, plus a small CSC service charge, and the copy is to be given within the time set under the Odisha Right to Public Services Act. Check the current fee at the CSC.
- Use a certified copy for a bank loan, a sale or a court matter, and get a fresh one just before you register a deal.
How to apply for mutation in Odisha
After you buy or inherit land, apply to have the RoR changed to your name.
- Apply online on the Odisha Revenue Services portal of the Revenue and Disaster Management Department (or at the tahasil office or a CSC).
- Upload the registered sale deed or other document of transfer, and the current RoR.
- Pay the small application, user and demarcation fees shown on the portal.
- Note the case number and track it online. Once the tahasildar orders the mutation, the new RoR shows your name.
Land revenue (khajana) can be paid online through e-Pauti, which is linked from Bhulekh as Payment of Land Revenue.
How to read an Odisha RoR
| Section | What to check |
|---|---|
| Khata and plot numbers | Match the sale deed and the plot on the ground |
| Tenant (holder) and share | Match the seller, and every co-sharer signs the deed |
| Kisam (land class) | Farm land (for example jalasechita or anajalasechita) needs conversion before a house is built |
| Area in acres and decimals | Matches the area being sold; convert with our decimal to square feet converter |
| Nature of right and remarks | Government land, a lease, a restriction or a court note is a red flag |
| Rent and cess | Land revenue has been paid up to date |
Stamp duty and registration in Odisha
Stamp duty on a sale in Odisha is generally 5% for men and 4% for women, with a registration fee of 2%, charged on the deal price or the benchmark (government) value, whichever is higher. Confirm the rate and the benchmark value with the sub-registrar or on the IGR Odisha website before you pay. See our stamp duty in India guide for other states.
Before you buy land or a plot in Odisha
- Get a recent certified RoR and match the khata, plot number, tenant, share and area with the sale deed.
- Check the kisam. Farm land needs conversion under the Odisha Land Reforms Act before a house or shop is built on it.
- Look up the plot on BhuNaksha and walk the boundaries on the ground.
- Make sure there is no pending mutation case or dispute on the plot, and get an encumbrance certificate for past sales and loans.
- For a plot in a city, check that the layout is approved by the development authority (for example BDA in Bhubaneswar).
- For flats and new projects, check the project on the Odisha RERA website.
- After registration, apply for mutation so that the RoR shows your name.
