GDA Gorakhpur guide 2026

The Gorakhpur Development Authority (GDA) is the Uttar Pradesh government body that plans and develops Gorakhpur: it prepares the master plan, sells plots, flats and commercial property in its own schemes through e-lottery and e-auction, sanctions building maps and acts against illegal colonies. It works under the Uttar Pradesh Urban Planning and Development Act, 1973, and its official website is gdagkp.in. This guide covers its 2026 schemes, online services, map approval and checks before you buy.

What does GDA do?

GDA is the planning and development authority for the Gorakhpur region. Its main jobs are:

  • Planning: the master plan, zonal plans and land use.
  • Land and housing: plotted schemes, flats, commercial plots, and land for schools, hospitals and hotels.
  • Approvals: building maps and layout plans, including approval of private layouts.
  • Enforcement: sealing and demolition of illegal buildings and colonies.

GDA schemes open in late 2026

The GDA website listed these registrations in October and November 2026. Dates come from the official notices; check each notice before you apply.

Scheme What is on offer Registration window
Raptinagar Township and Sports City HIG and Super-HIG residential plots by e-lottery; plots for schools, hospitals, hotels and multiplexes by e-auction 31 Oct – 30 Nov 2026
Greenwood Apartment HIG 3BHK and Super-HIG 4BHK flats (second round after the 31 Oct 2026 e-lottery) 30 Oct – 29 Nov 2026
Kushmi Enclave Vacant 2BHK, 3BHK and 3BHK with servant room flats 14 Oct – 13 Nov 2026
Vacant residential property (various schemes) Flats and plots by lottery 24 Oct – 23 Nov 2026
Vacant commercial property Shops and commercial plots, plus a junior high school plot, by e-auction 24 Oct – 23 Nov 2026

For most of these, GDA says the lottery or auction date will be announced separately. GDA also lists undisposed property (residential, commercial, hospital and hotel) on its website.

Gurukul City (New Gorakhpur)

Gurukul City is a planned GDA township of about 400 acres on the Sonauli Road side of northern Gorakhpur, around Maniram, Balapar and Rahmatnagar. As reported in October 2026, the GDA board has approved the layout, the first phase covers about 100 acres, and UP RERA registration was still in progress. A Diwali 2026 launch was a target, not a fixed date. Plot sizes and prices had not been announced. Do not pay anyone to “book” a plot before GDA opens registration.

New costing rules for GDA schemes

In April 2026 it was reported that the GDA board approved new costing guidelines for new schemes, including Gurukul City:

  • Extra charge for park-facing, corner or wide-road plots capped at 12% (earlier up to 20%).
  • Overheads in scheme costs capped at 16% (earlier up to 30%).
  • Penal interest on late instalments cut from 3% to 2%.
  • If the final cost is more than 10% above the notified price, the allottee can withdraw and get the deposit back with interest.

Older schemes keep their earlier rates. The scheme booklet shows the terms that apply to you.

How to apply for a GDA plot or flat

  1. Open gdagkp.in and read the scheme notice or booklet for size, price, category and payment terms.
  2. Register online through the Online Property Registration link, which opens the UP development authorities’ portal, janhit.upda.in. GDA’s website has a PDF on how to register.
  3. Upload your details and documents (usually Aadhaar, PAN, photo and income proof where a category applies) and pay the registration amount shown.
  4. For e-auctions, use the auction link on the GDA site, pay the earnest money and bid above the reserve price.
  5. Check the result on the Lottery Results page. After allotment, pay as per the schedule and collect the allotment letter. The deed is registered at the sub-registrar office.

GDA online services

  • Online Property Management System: allottee services through gdagorakhpur.com.
  • Payment for GDA: pay dues online through income.gdagorakhpur.com.
  • E-auction: commercial property in Khorabar, Medicity and Raptinagar Sports City.
  • Layouts: GDA layouts, approved private layouts and lists of illegal colonies.
  • Jansunwai: online complaints, plus RTI and an officers’ directory.

Map approval in Gorakhpur

You need a sanctioned map to build a house or any building in the GDA area. A registered architect applies online. GDA’s website links to the newer state building plan portal (upobpas.in) and the older one. Uttar Pradesh is moving map approval to a new system called FASTPAS, and in August 2026 GDA’s vice chairman ordered all pending maps on it to be cleared.

  • Under the UP building bylaws of 2025, small homes get a simpler online approval route. Check the current fee list with GDA.
  • Buildings put up without approval can be sealed or demolished, or in some cases regularised for a fee.
  • In August 2026 GDA reported 135 illegal plots demolished and 53 demolition orders passed or in progress.

Gorakhpur Master Plan 2031

The Revised Gorakhpur Master Plan 2031 was approved by the state government and took effect on 7 March 2024. The GDA board approved a plan for part of the extended area on 25 July 2024. In December 2025 work began on a new plan for the remaining area of about 177 sq km and Peppeganj, under AMRUT 2.0. The plan report and maps are on gdagkp.in under Master Plan. Check land use there before you buy any plot.

Checks before buying property in Gorakhpur

  • Title: GDA allotment letter or registered deed in the seller’s name, and the chain of past deeds.
  • Dues: no pending GDA instalments, interest or penalty.
  • Colony status: the layout appears in GDA’s approved layout list, not in the illegal colony list.
  • Map and use: a sanctioned map for a built house, and land use that matches the master plan.
  • Private projects: registration on the UP RERA portal.
  • Land record: the khatauni for land outside GDA schemes, and the circle rate for stamp duty.
