Circle Rate Meerut guide 2026

The circle rate in Meerut is the minimum value per square metre that the Meerut district administration fixes for land, houses, shops and farmland in each locality and village. Stamp duty and the registration fee are charged on the circle rate value or the deal price, whichever is higher. Meerut’s latest list, the 2025–26 circle rate list, was finalised in mid-2025, about three years after the previous revision. As reported, the final increases were about 20–25% in urban areas, 10–15% in rural areas and about 30% in villages along main highways. This guide explains the revision, how to check it and how to work out stamp duty.

What is the circle rate in Meerut?

The circle rate is the government’s minimum value for property in a given area. Meerut’s list gives separate rates for non-agricultural (residential) land, commercial land, shops, construction and agricultural land. Rates often change with the width of the road and the distance from a main road. When you register a sale deed, the sub-registrar compares the price written in the deed with the circle rate value and charges stamp duty on the higher figure.

The rates are fixed by the District Magistrate under the Uttar Pradesh Stamp (Valuation of Property) Rules. A draft list is published first, objections are heard, and then the final list is issued to every sub-registrar office in the district.

The 2025 revision in Meerut

The Meerut administration published a draft list in 2025. It proposed steep increases in posh areas. In the highest-rated colonies, such as Defence Colony (Ganganagar) and Saket (Civil Lines), where the rate was about ₹75,000 per sq m, the draft proposed up to 55%, which would have taken the rate above ₹1 lakh. About 40 objections were filed, including by local MLAs, and the final increases were cut back. As reported by Amar Ujala on 1 July 2025:

Area type Final reported increase
Urban areas 20–25%
Begum Pul, Budhana Gate, Khairnagar, Patel Nagar, Shastri Nagar, posh colonies and markets About 25%
Defence Colony and Saket (draft had proposed up to 55%) About 25%
About 15 villages along the Meerut–Delhi road, NH-58, Delhi Expressway and Mawana Road About 30%
Rural areas 10–15%

Two points to note. Villages where land is being acquired for government schemes were kept out of the proposed list. Areas of the Meerut Development Authority and the UP Housing Board (Awas Vikas) were also not revised in this round, because a separate state notification applies to them. Reports differ on the exact start date, so check the date printed on the list for your sub-registrar office.

How to check the circle rate in Meerut online

  1. Go to igrsup.gov.in, the UP Stamp and Registration Department portal.
  2. Click Evaluation List (mulyankan suchi) in the menu.
  3. Select the district Meerut.
  4. Select the sub-registrar office that covers your property.
  5. Enter the captcha and open the PDF list.
  6. Find your mohalla or village, property type and road-width band, and note the rate per sq m.

The same portal has a stamp and registration fee calculator. In November 2025 the state brought in a single, unified circle rate format for all districts, with 15 sub-classes of urban, semi-urban and rural areas and set depreciation for older buildings, so newer lists may look different. See our IGRS UP guide and the circle rate in UP guide.

How the circle rate affects stamp duty

Value for stamp duty = circle rate × area, or the deal price, whichever is higher.

Illustration only: a 120 sq m residential plot where the listed rate is assumed to be ₹40,000 per sq m (not an official Meerut figure), with a deal price of ₹44 lakh:

Item Amount
Circle rate value (120 × ₹40,000) ₹48,00,000
Deal price ₹44,00,000
Value used (higher figure) ₹48,00,000
Stamp duty, man (7%) ₹3,36,000
Stamp duty, woman (6%) ₹2,88,000
Registration fee (1%) ₹48,000

In July 2025 the UP Cabinet extended the 1% concession for women to property worth up to ₹1 crore; earlier it applied only up to ₹10 lakh. Read our full guide to stamp duty in UP or use the stamp duty calculator.

What if the deal price is below the circle rate?

  • Stamp duty: it is charged on the circle rate value, not on the lower price.
  • Short payment: if duty is found short later, the Collector can recover the deficit with a penalty under the Indian Stamp Act as it applies in UP.
  • Rate does not fit: if the listed rate is clearly too high for your property, you can ask the Collector to decide its market value.
  • Income tax: if the deal price is more than 10% below the stamp duty value, the tax department can treat the stamp duty value as the sale price for both seller and buyer.

What the 2025 revision means for buyers

  • Registration costs more in most urban colonies.
  • Land near the Delhi Expressway, NH-58 and Mawana Road saw some of the biggest increases.
  • The gap between circle rate and market price is smaller, so there is less room for under-valued deeds.
  • For MDA or Awas Vikas property, check which rate applies at the sub-registrar office before you agree a price.

Before you buy property in Meerut

  • Check the circle rate for the exact mohalla or village, road width and property type.
  • Check the khatauni on UP Bhulekh and the plot map on Bhunaksha.
  • For a new project, check the UP RERA registration.
  • For MDA or Awas Vikas plots, check the allotment letter, transfer papers and dues.
  • Budget for stamp duty, the registration fee and legal costs.
