J&K Land Records guide 2026

Jammu and Kashmir land records are online on the official Land Records Information System (LRIS), called “Aapki Zameen Aapki Nigrani”, at landrecords.jk.gov.in. There you can search and view scanned jamabandi, khasra girdawari and mutation (intkal) records and cadastral maps. Online applications for extracts, mutation and other revenue services are made through the Revenue Department (jkrevenue.nic.in). This guide explains how to use these portals, what the records mean, the latest 2026 digitisation status, and the land rules a buyer must know.

Online revenue services (jkrevenue.nic.in)

The Revenue Department’s online services, described in a 2025 evaluation by LBSNAA, include applications for:

  • Jamabandi and girdawari extracts (fard)
  • Mutation attestation and copies of mutation orders
  • Demarcation of land
  • Change of land use
  • Encumbrance and legal heir certificates
  • Land pass books and property certificates

The jkrevenue.nic.in home page also shows ROR (jamabandi) status, girdawari and grievance options. Certified mutation orders can be downloaded from the department’s document viewer once uploaded.

Are online J&K land records legally valid?

Not yet, for most purposes. The 2025 LBSNAA report found that digitally signed records of rights were not yet available or accepted as valid in the UT, and that the manual records at the tehsil remain the authentic reference. Use the online copy to check details, but take a certified fard signed by the revenue officials from the tehsil for registration, bank loans or court. The report also noted that records are not updated in real time, so a recent mutation may not appear online yet.

J&K has also issued land pass books in three languages with a QR code and unique number. The government states they carry the same evidentiary value as a certified copy of the record of rights.

How mutation (intkal) works in J&K

  1. Apply online to the concerned tehsildar with the sale deed or inheritance papers.
  2. The tehsildar checks the documents and sends the case to the patwari for entry.
  3. The girdawar qanungo checks the entry and forwards it to the attesting officer.
  4. The attesting officer attests the mutation, often at a village camp, in the presence of the parties and witnesses.
  5. The attested mutation is uploaded to the portal.

The prescribed time is 30 days from the application. Mutation does not yet happen automatically after registration, so the buyer must apply. See our property mutation guide.

Property registration in J&K

Sale deeds are registered through NGDRS (ngdrs.jk.gov.in). You register online, enter party, property (khasra, khata, khewat) and witness details, calculate stamp duty and fees, pay, and then visit the sub-registrar with the documents for biometrics. PAN is required for deals of ₹10 lakh and above. Land can be registered at any designated office in the UT. Read the property registration process and stamp duty in India guide.

Who can buy land in J&K?

After the 2020 amendments to J&K land laws, the permanent resident condition was removed, so any Indian citizen can buy non-agricultural land. Agricultural land cannot be sold, gifted or mortgaged to a non-agriculturist without permission from the government or an authorised officer, with limited exceptions such as some public trusts and approved uses. Ladakh follows separate rules. Take advice from a local lawyer before you buy farmland.
