MP Bhulekh & SAMPADA 2.0: Land Records, Guideline Rates & Stamp Duty in MP
MP Bhulekh (mpbhulekh.gov.in) is the Madhya Pradesh government’s land records portal, where you can check the khasra, B1 (khatauni) and bhu-naksha (land map) for any village. SAMPADA 2.0 is the state’s paperless property registration system, where you check the collector guideline rate, calculate stamp duty, buy e-stamps and register deeds, including by video KYC. Stamp duty on a sale in MP is 7.5% and the registration fee is 3%, so buyers pay about 10.5% of the guideline value or the deal price, whichever is higher. Guideline rates are revised district by district from 1 April each year; for 2026-27, districts such as Bhopal proposed average increases of about 12%. This guide explains how to use MP Bhulekh and SAMPADA 2.0 and how to calculate stamp duty in Bhopal and Indore.

- Guideline rates: set by district valuation committees and approved by the Central Valuation Board, usually from 1 April

What are MP Bhulekh and SAMPADA 2.0?
MP Bhulekh holds the land records of Madhya Pradesh: the khasra (plot record with area, land type and crops), the B1 or khatauni (owners of land in a village) and the bhu-naksha (digital map). Its upgraded Web GIS 2.0 version was rolled out across the state from 30 July 2025 and can send certified records on WhatsApp. SAMPADA 2.0, launched in October 2024, is the registration system: it fetches the guideline value for a property, calculates stamp duty, issues e-stamps and lets parties register documents online with Aadhaar-based e-KYC and video verification. Together they work like Bhulekh and IGRS in Uttar Pradesh.
How to check khasra, B1 and naksha on MP Bhulekh
- Go to mpbhulekh.gov.in.
- Choose the record you need: khasra, B1 (khatauni) or bhu-naksha.
- Select the district, tehsil and village.
- Search by khasra (survey) number or the owner’s name, and view the record.
- For a certified copy, log in, pay the fee and download it or get it on WhatsApp.
Check that the seller’s name, the area and the land type in the khasra and B1 match the sale deed. Agricultural land needs diversion (change of land use) before a house is built on it.

Collector guideline rates 2026-27
- How rates are set: each district’s valuation committee proposes new rates, invites objections and sends them to the Central Valuation Board for approval. Approved rates usually take effect on 1 April.
- Bhopal: in March 2026 the district proposed an average 12% increase across more than 740 colonies for 2026-27.
- Ujjain: the district proposed increases at about 91 locations, mostly 10–30%.
- Agricultural land: reports said guideline values on farm land in many areas were already well above actual prices.
Final rates vary by district and locality, so check the rate in force on SAMPADA 2.0 for your exact colony or village on the day you register.
