Circle Rate in Delhi 2026: Category-Wise Rates, How to Check and Stamp Duty
The circle rate in Delhi is the minimum value per square metre that the Delhi government fixes for land and buildings in each locality. Stamp duty and registration fee are charged on the circle rate value or the deal price, whichever is higher. Delhi divides its colonies into eight categories, A to H, with Category A (such as Vasant Vihar and Golf Links) the highest at ₹7.74 lakh per sq m and Category H the lowest at ₹23,280 per sq m. These residential rates were last revised in 2014. A government committee has been reviewing them since 2025, and new agricultural land rates have been proposed, but as of late October 2026 no new rates have been notified. This guide gives the category-wise rates, how to check your colony’s category, and how to calculate stamp duty in Delhi.

Is Delhi revising circle rates?
- June 2025: the Delhi government announced a reassessment of circle rates because of the gap between official rates and market prices.
- October 2025: a committee with MCD, NDMC, DDA, PWD, DSIIDC and the Land and Building Department was formed to review residential, commercial and industrial rates using recent transaction data.
- Agricultural land: the flat rate of ₹53 lakh per acre, unchanged since 2008, is proposed to rise by up to eight times in some locations, to as much as ₹5 crore per acre. As of late October 2026 this is still a proposal.
Until new rates are notified, the 2014 rates apply. If you are planning a registration, keep an eye on the Revenue Department’s notifications, because a revision would raise stamp duty where the new circle rate is above your deal price.

How to calculate circle rate value and stamp duty in Delhi
For an independent house or built-up plot, the circle rate value is broadly the land value plus the construction value:
- Land value = plot area (sq m) × land rate for the category
- Construction value = built-up area (sq m) × construction cost for the category, adjusted for the age of the building
Illustration only: a 100 sq m plot in a Category D colony with 150 sq m of built-up area:
- Land value: 100 × ₹1,28,000 = ₹1.28 crore
- Construction value: 150 × ₹11,160 = about ₹16.74 lakh
- Circle rate value: about ₹1.45 crore
- Stamp duty for a man (6%): about ₹8.68 lakh; for a woman (4%): about ₹5.79 lakh
- Registration fee (1%): about ₹1.45 lakh
Flats in group housing and DDA societies are valued using built-up area and the rates in the notification, so the method differs. Confirm the exact value with the sub-registrar office.

Circle rate vs market rate in Delhi
- Because the rates date from 2014, market prices in many colonies are now well above the circle rate.
- In some older or lower-demand areas, the circle rate can be close to or above market prices.
- If the deal price is below the circle rate value beyond the allowed tolerance, both buyer and seller can face income tax under Sections 56(2)(x) and 50C of the Income Tax Act.
