The guideline value in Chennai and across Tamil Nadu is the minimum value per square foot fixed by the Registration Department for land and buildings on each street and survey number. Stamp duty and registration fee are charged on the guideline value or the sale price, whichever is higher. You can check it free on TNREGINET (tnreginet.gov.in). In July 2026 Tamil Nadu ordered a state-wide review of guideline values to correct anomalies in streets, agricultural land and peri-urban areas, including corridors such as ECR, but as of August 2026 the revised values were not yet in effect. Stamp duty on a sale is 7%. This guide explains how to check the guideline value, the latest on the revision, and how to calculate stamp duty in Chennai.

Guideline value Tamil Nadu at a glance

  • Set by: Registration Department, Tamil Nadu (through district valuation committees)
  • Check at: tnreginet.gov.in, by street name or survey number
  • Revision status: state-wide review ordered in July 2026; revised values not yet notified
  • Stamp duty: 7% on sale deeds
  • Registration fee: cut from 4% to 2% in 2023; confirm the current rate in the TNREGINET fee calculator
  • Also called: market value guideline, government value (like the circle rate in other states)

What is the guideline value?

The guideline value is the government’s minimum value for property in a particular street or survey number. Tamil Nadu fixes it separately for land (per sq ft or per hectare for agricultural land) and adds the value of the building for flats and houses. It works like the circle rate in Delhi, the ready reckoner rate in Maharashtra and the guidance value in Karnataka.

Guideline value revision: what is happening in 2026

  • 2017: Tamil Nadu cut guideline values by about 33% and raised the registration fee from 1% to 4%.
  • 2023: the state restored higher values and cut the registration fee to 2%. The court later found that the required steps (valuation sub-committee reports, the valuation committee and public objections) had not been followed for the value revision, and directed the state to follow the earlier values until new guidelines are framed properly.
  • June 2026: the Registration Minister directed officials to assign guideline values to every land survey number in the state.
  • July 2026: the State Valuation Committee met on 15 July, and on 18 July the Inspector General of Registration asked district collectors and valuation sub-committees to fix eight categories of anomalies. The review covers 1,020 villages and town panchayats near cities and highway corridors such as ECR and the Poonamallee highway.

As of August 2026 the government had not announced when revised values will take effect. Check TNREGINET for the value in force on your registration date.

How to check the guideline value on TNREGINET

  1. Go to tnreginet.gov.in.
  2. Open Guideline Value from the main menu.
  3. Select the zone (for Chennai, Chennai or Chengalpattu zone), the sub-registrar office and the village.
  4. Choose to search by street name (for urban property) or survey number (for land).
  5. Note the value per sq ft and the land classification shown.

Stamp duty and registration charges in Chennai

Charge Rate on a sale deed
Stamp duty 7%
Registration fee 2% after the 2023 change (some 2026 guides still quote 4%)
Total about 9% (or 11% at 4%)

Because published figures differ, use the fee calculator on TNREGINET or ask the sub-registrar for the exact registration fee for your document before you pay. A family settlement deed carries much lower, capped charges.

How to calculate guideline value and stamp duty: example

Illustration only: a 1,000 sq ft flat with a 450 sq ft undivided share of land, on a street with an assumed guideline value of ₹8,000 per sq ft, and a building value of ₹40 lakh:

  • Land value (UDS): 450 × ₹8,000 = ₹36 lakh
  • Building value: ₹40 lakh
  • Total value for registration: ₹76 lakh
  • If the sale price is ₹85 lakh, charges are worked out on ₹85 lakh (the higher figure)
  • Stamp duty (7%): ₹5.95 lakh
  • Registration fee: ₹1.7 lakh at 2% (or ₹3.4 lakh at 4%)

The values in this example are assumed. For flats, the land value is calculated on your undivided share of land (UDS), so check the UDS in your sale agreement.

Guideline value vs market value in Chennai

  • In many growing areas such as OMR, ECR and GST Road, market prices are well above the guideline value.
  • The 2026 review aims to correct anomalies where values are too high or too low compared with nearby streets.
  • If the sale price is below the guideline value beyond the allowed tolerance, both buyer and seller can face income tax under Sections 56(2)(x) and 50C of the Income Tax Act.

Before you buy property in Chennai

  • Check the guideline value for the exact street or survey number before agreeing the price.
  • Get an encumbrance certificate for at least 13 to 30 years and check the patta and chitta in the seller’s name.
  • For new projects, check the TNRERA registration number.
  • For flats, confirm the UDS in the sale deed and the approved building plan from CMDA or DTCP.
