Karnataka Housing Board guide 2026

The Karnataka Housing Board (KHB) is the state body that develops residential layouts, sites, houses and flats across Karnataka and allots them to the public, usually by lottery. Its official website is khb.karnataka.gov.in, where it posts scheme notices, online application links, eligible-applicant lists and lottery results. Its biggest current project is Suryanagar Phase-4 in Anekal taluk near Bengaluru, and in 2026 it has opened registration for civic amenity (CA) sites across the state. What the Karnataka Housing Board does

KHB plans and develops housing layouts in Bengaluru and in district and taluk towns. It sells developed sites (plots), builds houses and flats, and allots civic amenity sites for schools, health centres and similar uses. Many of its newer layouts are built on a 50:50 sharing model, where half the developed land goes to the farmers who gave the land and half is sold to the public.

Who can apply for a KHB site or house

Each scheme notice sets the rules, so read it first. The Karnataka Housing Board (Allotment) Regulations, 1983 set these basic conditions:

  • The applicant should have lived in the city or town where the property is for a set period (10 years in the original regulations; the board can relax this for some government staff).
  • Neither the applicant nor the spouse should have been allotted a site or house earlier by KHB or another Karnataka authority.
  • The applicant, spouse and minor children should not own a house or site in an urban area of Karnataka.
  • Household income must fall within the limit for the category. Limits are revised by the government, so use the figures in the current notice.

Sites and houses are reserved for groups such as SC/ST applicants, defence personnel, persons with disabilities and government staff, as listed in each notice.

How to apply for a KHB scheme

  1. Open khb.karnataka.gov.in and look for the scheme under the online application or latest news section.
  2. Read the notice: layout, site sizes, price per sq ft, eligibility, reservation and last date.
  3. Register online and fill in your personal, income and category details.
  4. Upload identity, address and income proof, photographs and a caste or category certificate if you claim a reservation.
  5. Pay the registration fee and initial deposit online through the e-payment link. Save the receipt.
  6. Check the provisional and final lists of eligible and ineligible applicants. Raise objections within the time given.
  7. Watch for the lottery date. KHB gives public notice and publishes the allottee list after the draw.
  8. If you are allotted, pay the balance by the dates in the allotment letter. If not, the initial deposit is refunded as the notice says.

Payment, lease-cum-sale and sale deed

The 1983 regulations describe two ways to pay:

Mode How it works
Outright sale Pay the full cost before the agreement is signed.
Lease-cum-sale Pay an initial deposit in instalments; the balance is paid to the board in monthly instalments with interest.

Under the regulations, the allottee is a lessee until the property is conveyed. The original rules bar selling, gifting or mortgaging the property during a 10-year lease period (a mortgage for a housing loan is allowed), and the sale deed is executed after full payment and the end of that period, with an option to get it earlier on payment of a fee. Late payment attracts penal interest, and long default can lead to cancellation. Check the exact terms in your allotment letter, as the board can change them for a scheme.

Beware of illegal site sales

On 31 December 2025, KHB publicly warned people not to buy sites in Suryanagar Phase-4 on the basis of “plot selection letters”. These letters only mark plots set aside for landowners and do not give the right to sell. Some forged letters were also found in circulation. KHB advised buyers to purchase only after:

  1. KHB issues a formal allotment letter in the landowner’s name,
  2. the site is registered, and
  3. an e-Khata is issued.

Also remember: KHB allots by lottery, not through middlemen. Pay only through the official e-payment link, and use only the government website.

Buying a KHB site or house on resale: what to check

  • Original allotment letter, payment receipts and the board’s no-dues certificate.
  • Registered sale deed from KHB to the seller; a lease-cum-sale agreement alone does not make the seller the full owner.
  • Whether the non-alienation period is over, or the board’s permission for sale.
  • Khata and property tax receipts from the local body.
  • Land records on Bhoomi RTC for the parent land, and an encumbrance certificate.
  • The guideline value for the area, since stamp duty is charged on the higher of the deal value and the guideline value.
