TNREGINET (tnreginet.gov.in) is the official website of the Tamil Nadu Registration Department. On it you can view an encumbrance certificate (EC) online, check the guideline value of land in any area, calculate stamp duty, and prepare documents and book slots for property registration at the sub-registrar office. Land ownership records such as patta and chitta are not on TNREGINET; they are on the Revenue Department’s portal, eservices.tn.gov.in. This guide explains how to view EC online on TNREGINET step by step, how to check guideline value, where to get patta, and the current stamp duty and registration charges in Tamil Nadu.

TNREGINET at a glance

  • Official website: tnreginet.gov.in (Registration Department, Government of Tamil Nadu)
  • Main services: EC view and EC application, guideline value search, stamp duty and fee details, document registration, certified copies, marriage and other registrations
  • EC view: E-Services > Encumbrance Certificate > View EC
  • Patta / chitta: on eservices.tn.gov.in (Revenue Department), not on TNREGINET
  • Stamp duty: 7% of the property value
  • Registration fee: 2%; 1% for women buyers on property valued up to ₹10 lakh (from 1 April 2025)

What is TNREGINET?

TNREGINET is the online portal of the Inspector General of Registration, Tamil Nadu. It covers the work of every sub-registrar office in the state: registration of sale deeds, gift deeds, mortgage and lease documents, and the records that come from them. For buyers, its two most useful services are the encumbrance certificate, which shows registered transactions on a property, and the guideline value, which is the government’s minimum value used for stamp duty.

How to view EC online on TNREGINET

  1. Go to tnreginet.gov.in. Choose English from the language option at the top if the page opens in Tamil.
  2. Click E-Services, then Encumbrance Certificate, then View EC.
  3. Select the zone, district and sub-registrar office.
  4. Enter the EC start date and end date (the period you want to check).
  5. Select the village and enter the survey number and sub-division, then click Add. You can add more survey numbers if the property covers several.
  6. Enter the captcha and click Search.
  7. The EC shows every registered transaction on that survey number in the period: sale, gift, mortgage, release, lease and so on. Download or print it.

You can also search EC by document number if you have the registered document details. For loans, court or official use, apply for a signed EC through the “Search and Apply EC” option or at the sub-registrar office. Read more in our encumbrance certificate guide.

What an EC tells you, and what it does not

  • Shows: registered sale deeds, gift deeds, mortgages, releases, leases and court attachments recorded at the sub-registrar office for that property.
  • Does not show: unregistered agreements, loans taken without a registered mortgage, or pending court cases that were never registered.
  • If the EC shows “Nil”, no registered transaction was found for that property and period, but always check that the survey number, village and period are correct.

How to check guideline value on TNREGINET

  1. On tnreginet.gov.in, open Guideline Value from the home page menu.
  2. Select the period (current guideline values or an earlier period).
  3. Select the zone, district, sub-registrar office and village.
  4. Search by street name (for urban areas) or survey number (for land).
  5. Note the value per square foot or per hectare shown for the property.

Stamp duty and registration fee are charged on the guideline value or the sale price, whichever is higher. For flats, the value of the undivided share of land and the construction cost are both counted.

Patta and chitta: where to check

Patta (ownership record of land) and chitta (land extent and type) are Revenue Department records, available on eservices.tn.gov.in:

  1. Go to eservices.tn.gov.in and choose View Patta & FMB / Chitta / TSLR Extract.
  2. Select the district, taluk and village (rural or urban).
  3. Enter the survey number and sub-division (or patta number) and the captcha.
  4. View and download the patta / chitta extract.

Before buying land, match the owner’s name in the patta with the seller and the sale deed, and check the EC on TNREGINET for the same survey number.

Stamp duty and registration charges in Tamil Nadu

Document / buyer Stamp duty Registration fee
Sale deed (general) 7% 2%
Sale deed, woman buyer (property up to ₹10 lakh) 7% 1% (from 1 April 2025)
Sale deed, man and woman jointly 7% 2% (women’s concession does not apply)

The women’s concession applies only when the buyer is a woman, or all joint buyers are women, and the value is ₹10 lakh or less. Gift, settlement and partition deeds within the family have separate, lower rates; check the current rates on TNREGINET before registering.
