What is the circle rate?

The circle rate is the government’s minimum value for land, flats and commercial property in a particular area. In Uttarakhand it is set district by district, separately for residential, commercial and agricultural land, and often by distance from the main road. It works like the circle rate in Delhi and Uttar Pradesh, the collector rate in Haryana and Punjab, and the ready reckoner rate in Maharashtra.

Dehradun circle rates from 5 October 2025

The state government revised circle rates across Uttarakhand, and the new rates came into force on 5 October 2025. In Dehradun, reported increases were about 9% to 22% depending on the area. Multi-storey flats and commercial shops also became costlier to register. One example from the revision:

Rajpur Road (Clock Tower to RTO office) Old rate New rate
Land within 50 metres of the main road ₹62,000 ₹68,000
Land up to 350 metres from the main road ₹50,000 ₹55,000

These figures are as reported at the time of the revision, per square metre of land. Rates differ by mohalla, road, village and property type, so check the official list for your exact location before you register.

How to check the circle rate in Dehradun

  1. Visit the official website of the Dehradun district administration, or the Stamp and Registration Department of Uttarakhand, and open the current circle rate list.
  2. Find your tehsil: Dehradun (Sadar), Vikasnagar, Rishikesh, Doiwala, Kalsi or Chakrata.
  3. Look up your mohalla, road or village and the property type: agricultural, residential, commercial or a flat.
  4. Note the rate per square metre and whether it depends on the distance from the main road.
  5. Confirm the rate with the sub-registrar office before you book the registration.

How to check land records (khatauni) in Uttarakhand

The khatauni is the record of rights showing the owner, khata number, khasra (plot) number and area. You can view it on Uttarakhand Bhulekh by selecting the district, tehsil and village, and searching by khasra number, khata number or owner name. Check that the seller’s name, the area and the land type match the sale deed. For plots, also check whether the land is agricultural, because buying agricultural land in Uttarakhand is restricted under the state’s land laws, and confirm the approval from the Mussoorie Dehradun Development Authority (MDDA) for colonies and buildings.

Stamp duty and registration charges in Uttarakhand

Charge Rate
Stamp duty on a sale deed 5%
Women buyers 25% rebate on stamp duty for property up to ₹25 lakh
Registration fee 2%, capped at ₹50,000

Stamp duty and registration fee are charged on the circle rate value or the deal price, whichever is higher. The women’s rebate applies to transfers in favour of women up to the value limit and can be used a limited number of times, so confirm your eligibility with the sub-registrar before you pay.

How to calculate stamp duty in Dehradun: example

Illustration only: a flat in Dehradun with a deal price of ₹80 lakh, where the circle rate value works out to ₹72 lakh:

  • Value used: ₹80 lakh (the higher figure)
  • Stamp duty (5%): ₹4 lakh
  • Registration fee (2%): ₹1.6 lakh, capped at ₹50,000
  • Total: about ₹4.5 lakh

The values in this example are assumed. Use the official circle rate for your property.

Circle rate vs market rate in Dehradun

  • On Rajpur Road, Sahastradhara Road, Mussoorie Road and in areas near the Delhi–Dehradun Expressway, market prices are often above the circle rate.
  • The October 2025 revision narrowed the gap in fast-growing areas.
  • If the sale price is below the circle rate value by more than the allowed 10% tolerance, both buyer and seller can face income tax under Sections 56(2)(x) and 50C of the Income Tax Act.

Before you buy property in Dehradun

  • Check the circle rate for the exact area and property type before agreeing the price.
  • Check the khatauni and mutation records for the seller’s ownership, and whether the land is agricultural.
  • For colonies and new projects, check the MDDA approval and the registration on the Uttarakhand RERA website.
  • For flats, check the approved building plan and the completion certificate for ready homes.
