What is the jamabandi register in Bihar?

The jamabandi register (Register-II, or panji-2) records each landholder (raiyat) in a mauza (revenue village), the khata and plot numbers they hold, the area and the rent (lagan) due. The khatiyan is the survey record of rights prepared during land surveys. Both are needed to check who owns a plot. Together they work like the khatauni in Uttar Pradesh and the jamabandi in Haryana and Rajasthan.

How to view the jamabandi (Register-II) online

  1. Go to biharbhumi.bihar.gov.in and open View Jamabandi Register (अपना खाता / जमाबंदी पंजी देखें).
  2. Select the district (जिला), circle (अंचल), halka (हल्का) and mauza (मौजा).
  3. Choose how to search: raiyat name, plot number, khata number, jamabandi number or the computerised jamabandi number. You can also see the whole Register-II for the mauza by name.
  4. Enter the security code and open the record.
  5. Check the raiyat’s name, the khata and plot numbers, the area and the rent.

The register can also be viewed in several Indian languages from the same portal.

How to apply for dakhil-kharij (mutation)

  1. Register on Bihar Bhumi with your mobile number and log in.
  2. Choose online dakhil-kharij and fill in the details of the land and the registered deed, inheritance or other transfer.
  3. Upload the deed and supporting documents, and submit.
  4. Note the case number and track the status on the mutation status page.

Once the circle officer approves the mutation, a new jamabandi is created in your name and you can pay the land revenue in your name.

Bihar land survey (vishesh sarvekshan)

Bihar began a statewide special land survey in August 2024 to update land records in about 45,000 villages. Landholders were asked to file a self-declaration (swaghoshna) with their family tree (vanshavali) and land documents; the deadline was extended several times and late submissions have been allowed. In 2026 the Revenue Minister set December 2027 as the target for completing the survey. If you own land in Bihar, make sure your self-declaration and documents are filed, and check the draft records published for your village.

Land units in Bihar

  • 1 bigha = 20 katha; 1 katha = 20 dhur.
  • 1 decimal (dismil) = 435.6 sq ft; 100 decimal = 1 acre.
  • In Patna, 1 katha is usually taken as about 1,361 sq ft, or 3.125 decimal. The size of the katha and bigha differs between districts, so confirm the local measure with the circle office.

Convert with our katha to square feet, dismil to square feet and bigha to acre tools.

Stamp duty and registration in Bihar

Stamp duty and registration in Bihar depend on who sells and who buys. Typical rates reported for 2025-26 are about 6% stamp duty and 2% registration fee, with a lower total when a man sells to a woman (about 5.7% and 1.9%) and a higher total when a woman sells to a man (about 6.3% and 2.1%). Duty is charged on the deal value or the minimum value register (MVR) value, whichever is higher. Confirm the current rate on the state’s registration portal or with the sub-registrar before you pay. See our stamp duty in India guide.

Before you buy land in Bihar

  • Check the jamabandi and khatiyan, and match the raiyat, khata, plot and area with the sale deed.
  • Make sure the seller has a jamabandi in their own name; land still recorded in an ancestor’s name needs succession and partition first.
  • Check the mutation history and the encumbrance search for loans.
  • Get a recent LPC and the latest land revenue receipt.
  • Check the plot on Bhu-Naksha and have it measured on the ground.
  • Check the draft survey records for the village, as the special survey may change the records.
  • For flats and new projects, check the project on the Bihar RERA website.
