Awas Vikas Lucknow: Schemes, FCFS Flats and How to Apply
“Awas Vikas” is how most people in Lucknow refer to the Uttar Pradesh Avas Evam Vikas Parishad, the state housing board. Many of the city’s best-known colonies, including Vrindavan Yojna and Avadh Vihar Yojna, were planned and developed by it. If you are looking at an Awas Vikas Lucknow flat, plot or shop, this guide explains what the Parishad is, the main Lucknow schemes, the ways you can buy from it, and what to check if you are buying resale.
What is Awas Vikas Parishad?
The Uttar Pradesh Avas Evam Vikas Parishad was set up under the Uttar Pradesh Avas Evam Vikas Parishad Adhiniyam, 1965 (UP Act 1 of 1966). It plans housing schemes, develops land and builds flats, houses, plots and commercial property across Uttar Pradesh. Its head office is at 104, Mahatma Gandhi Road, Lucknow.
Awas Vikas is different from the Lucknow Development Authority (LDA). LDA is the development authority for the Lucknow area and runs its own schemes; Awas Vikas is a statewide housing board. When you buy, the seller of record and the office you deal with depend on which body developed the scheme, so always confirm whether a property is an LDA or an Awas Vikas property.
Main Awas Vikas Lucknow schemes
- Vrindavan Yojna: a large planned township in south Lucknow between Amar Shaheed Path and Raebareli Road, with flats, plots, group housing and commercial land across several sectors. See our Vrindavan Yojna guide.
- Avadh Vihar Yojna: an Awas Vikas scheme with flats and commercial property, also offered in recent first-come-first-served and auction rounds.
- Gokul Gram: smaller flats, mostly 1 BHK and 2 BHK, offered under first-come-first-served sales.
- Saumitra Vihar Yojna: a new scheme on New Jail Road, announced as covering about 250 acres.
Older Parishad colonies, such as Rajajipuram, are now mostly resale markets.
Ways to buy property from Awas Vikas
1. First come, first served (FCFS) flats
Awas Vikas sells ready flats that remain unsold in its schemes on a first-come-first-served basis. You choose the city, scheme and flat type online, register and pay. An allotment letter is issued once processing is complete, followed by the balance payment and registry. The Parishad has offered discounts for paying the full amount early; recent notices listed 6% within 45 days, 5% within 60 days and 4% within 90 days. Check the current notice, because offers and stock change often.
2. E-auction of plots and commercial property
Residential plots, commercial plots, shops, school sites and group-housing land are usually sold by online auction. The usual steps are:
- Register as a bidder on the Parishad’s e-auction platform.
- Read the property notice: sector, plot number, area, land use, reserve price and terms.
- Pay the earnest money deposit (EMD), commonly around 10% of the reserve price, plus any processing charges.
- Bid online on the auction date.
- If you win, pay the balance and complete documents within the deadlines in the notice.
3. New scheme registrations
When a new scheme opens, the Parishad publishes a brochure with eligibility, income categories (EWS, LIG, MIG and HIG), prices and the payment plan. Read the brochure fully before paying a registration amount.
4. Resale from an existing owner
Most people buy Awas Vikas property resale, from an owner who was allotted it earlier. This is often quicker, but needs more document checks (see below).
How to apply online
- Go to the official website, upavp.in. Type the address yourself and do not pay through links sent by strangers.
- Open the current schemes, FCFS or e-auction section and download the notice or brochure.
- Keep Aadhaar, PAN, a working mobile number and email ready; some schemes ask for income or domicile proof.
- Register, upload documents and pay the fee or EMD online.
- Save every receipt and the application number.
Checks before buying a resale Awas Vikas property
- Allotment letter and possession letter in the original allottee’s name.
- Registry or sale deed chain from the allottee to the current seller.
- Freehold or leasehold: check the status, and whether a freehold conversion has been done. Our guide on freehold vs leasehold explains the difference.
- No-dues certificate from the Parishad, so that unpaid instalments or charges do not pass to you.
- Mutation: after you buy, apply to get your name recorded with the Parishad.
- Approved use: a residential plot cannot simply be used for a shop. Check the land use in the allotment.
For land outside a planned scheme, also check the khatauni. See UP Bhulekh and khatauni.
